The STR Permit Application Process in Colorado Springs

Looking to purchase an STR in Colorado Springs? Following are information and resources that will help.


First, check to see if the property is in the city's jurisdiction: https://map.viewprogis.com/ecp/cs-co. If so, you must get an STR permit from the city if you plan to offer stays of less than 30 days. If this property will not be your primary residence, you will need a non-owner-occupied permit. There are numerous restrictions limiting qualification for this permit type. I have found the simplest way to determine if the property qualifies is to email shorttermrentals@coloradosprings.gov, provide the property address and ask if a non-owner-occupied permit is available. (A good agent will also do this for you.)


If a permit is available OR there is one currently issued to he property of interest, you are ready to write an offer.


IMPORTANT - STR Permits are not transferable. They are obtained by the owner and do not run with the property. If you are purchasing a property that has a non-owner-occupied permit, work with an agent familiar with the process who will include terms in the contract that will assist in your getting a new permit post closing.

Start by downloading and familiarizing yourself with the checklist and documents for submittal. I have created a file of all documents which I am happy to share - just email me a request for a folder link.


The application process is completed online through the city’s application portal,


There is no harm in creating an account for this submittal system and beginning the process.  Note, however, that you will not submit the application until you have title to the property.


Also note that the submittal portal has driven many wise men to tears.  The user guide is your friend:



The process is roughly this:


1) create an account

2) log into your account

3) begin the application under the Planning Tab

4) Save your progress as you go. You can always log back in and Resume Application.


5) upload the documents required for application

The Non-Owner Occupied Affidavit needs to be signed and notarized. (This can be done quickly and online with a service like www.notarize.com.)


You’ll need a screen shot of the current AirBnB listing, or create a new one with the calendar blocked.


Proof of liability coverage can be gotten from the AirBnB or VRBO websites.


6) Submit the application once you have title to the property.
